Our Journey to World-Class

The Civil Service Strategic Plan 2024-2026

 

Since 2018, the Cayman Islands Civil Service has made significant strides “to fulfill its mission as a dynamic, modern, professional and respected Civil Service (CS) that supports good governance, serves the community and positively contributes to the ongoing economic and social development of the Cayman Islands”. Whilst this focus has yielded significant results in some areas and increased internal and external confidence, we have not completely addressed all the systemic challenges we face.

In mid-2022, the Senior Leadership Team (SLT) met and agreed along with HE the Governor and the Deputy Governor that:

  • The existing 5-Year Strategic Plan (5YSP) had delivered excellent outcomes that continued to serve the Cayman Islands well. This was evidenced at key points of challenge including, but not limited to, the Cayman Islands’ response to COVID-19.
  • The national focus on COVID, had out of necessity diluted focus on the implementation of the 5YSP.
  • Certain objectives within the 5YSP had not progressed equally and were still vital to building the Civil Service’s capabilities to deliver the Government’s priorities.
  • The Cayman Islands environment had changed, including emerging threats to Cayman Islands Government’s (CIG) economic, social and environmental sustainability and emerging opportunities in technology and other areas. 

Therefore, the Portfolio of the Civil Service (PoCS) was charged with undertaking a Civil Service Strategy Refresh to create a follow up plan which allows the CIG to complete the reforms it had begun, to embed past wins as norms, and to ensure continued relevance of the Civil Service Strategy by leveraging insights on current threats and opportunities, to best respond to the current environment.

The CS Strategy Refresh has resulted in a three-year plan that garners the input of diverse stakeholders, and sharpens focus on priority areas of public sector reform which are delivered through a renewed accountability framework.

In presenting this continuation of our journey to world class we want to be clearer about why we are doing this. The relationship between our strategic plan and government's priorities is clearly shown, demonstrating that this strategic plan is not an end in itself. It is only useful if it helps us to continuously improve the delivery of the Government's priorities.
