Message from the Deputy Governor

Six years ago, I shared our vision for a World-Class Civil Service and we began our journey, delivering major wins for our elected leaders and the Cayman Islands’ community. As Deputy Governor and Head of the Civil Service, I am pleased to present the Civil Service Strategic Plan 2024-2026, which serves as a blueprint for what we tackle next!

Since 2018, the Civil Service has made significant strides towards being a World-Class Civil Service. Among other things, we measure our progress against two critical success factors: customer satisfaction and employee engagement. We also measure our success by the value our elected leaders place on the work we do to deliver on their policies and the pride our civil servants take in playing a significant role in the success of the Civil Service.This strategic plan represents the next step in the evolution of our Civil Service. I am proud of the progress we have made and am optimistic about our ability to build on our successes and continue to craft a reputation of commitment, innovation, and excellence.

We have identified six strategic goals that are of the utmost importance in our vision of a World-Class Civil Service:

1. Deliver an outstanding customer experience
2. Develop exceptional leadership
3. Pursue excellence in talent development
4.  Foster effective communication
5. Demonstrate excellence in governance practices
6. Create a culture of accountability

To ensure seamless implementation, we have drawn up carefully designed plans to properly prioritise and sequence actions for each of these goals. While I hold the overall responsibility for the implementation, our Chief Officers and Heads of Departments join me in taking the lead in executing the responsibilities of their departments. Our progress will be diligently tracked and regularly communicated to a steering committee comprising Chief Officers, ensuring that we maintain our focus and pace and receive steadfast support from our diligent Civil Service personnel.

The Civil Service Strategic Plan is the continuation of our commitment to our shared purpose: “To make the lives of those we serve better.” As we strive towards a stronger and healthier Civil Service, I am confident that together we can deliver our vision.
